Unemployment Insurance Modernization

Unemployment Insurance Modernization is a multi-year initiative led by the Department of Unemployment Assistance (DUA) that's focused on delivering a transformational experience to unemployment insurance claimants and employers.

The Executive Office of Labor and Workforce Development announced plans to modernize the DUA Insurance System in September 2023.

Employers and Third-Party Administrators have been utilizing the new system to manage tax-related activities with the DUA, and a new self-service system for workers will launch in May 2025.

What does the modernization mean for Employers?

All employers are required to conduct tax-related activities through the new portal, Unemployment Services for Employers. These activities include:

  • Registering a business  
  • Authorizing a TPA to act on your behalf  
  • Filing quarterly wage reports  
  • Making payments  
  • Requesting an appeal, certificate of compliance, a 940 certification, and more

What does the modernization mean for Third-Party Administrators?

What does the modernization mean for Workers?

DUA understands that losing a job can be stressful. To support workers, DUA is launching a new portal designed to streamline the unemployment process.

The portal will be mobile-friendly, available in multiple languages, and offer more self-service options—reducing the need to call the DUA call center.

Language Accessibility

The portal will support usability in English and Spanish, but you can request to receive communication from DUA in the following languages:

  • English
  • Spanish
  • Chinese
  • Haitian Creole
  • French
  • Italian
  • Portuguese
  • Vietnamese
  • Laotian
  • Khmer
  • Russian
  • Korean

Secure and Convenient Access

When the new self-service portal launches, you’ll log in with your MyMassGov username and password. If you don’t have a MyMassGov account, we’ll guide you through creating one on your first visit.

To enhance security, we’re introducing multi-factor authentication. This extra layer of protection helps keep your account secure. Each time you log in, you’ll receive a one-time code via text message, phone call, or an authentication app.

Once logged in, you can select your preferred language, and DUA will communicate with you in that language.

Expanded Self-Service Options

The new portal will offer a range of features, allowing you to manage your unemployment benefits without needing to call the DUA call center. You’ll be able to:

  • Correct or report wages
  • Certify for benefits each week that you are unemployed
  • Track and report work search activities
  • Apply for the Training Opportunities Program
  • Respond to eligibility questions
  • File an appeal and submit appeal-related documents
  • Withdraw or reinstate an appeal

Work Search Tracking Made Easy

A new tool will help you track your job search throughout the week. You can log your job search activities at any time, and when you request benefits, the system will automatically retrieve your recorded entries—saving you time and effort. 

As part of the new portal, you will be required to report at least three work search activities per week in order to certify. 

Faster Communication with DUA

To speed up processing, DUA will no longer send eligibility-related questions by mail. Instead, you’ll answer them online through the worker-facing portal or by calling DUA. Responding online in the new self-service system will be the fastest way to communicate and ensure your benefits are processed as quickly as possible.

NOTE: DUA is making a change to how we will send you information about your account ahead of the new system launch. You will receive a letter by physical mail (through USPS) to your mailing address on file starting in April 2025. Save any mail DUA sends to you. This will help make sure you have access to your important documents ahead of the transition to the new system.

Here's what you can do now to get ready:

  1. Check your UI Online account and make sure your email address, phone number and address are correct.
  2. If you already have a MyMassGov account, confirm your email address is right.
  3. If you don’t already have a MyMassGov account, register for a MyMassGov personal account.

Modernization Timeline

The next phase of the project will replace the current system, UI-Online, in 2025. Employers, TPAs, and Workers (UI Claimants) will conduct all activities related to unemployment assistance in the new system. 

  • January 2023: DUA starts extensive testing of the EMT system for usability, accessibility, functionality, and technology.  
  • September 2023: Executive Office of Labor and Workforce Development announces the first phase of the project will launch on September 12, 2023.
  • December 2023: DUA kicks off the second phase of the EMT project.
  • Currently: The DUA is developing a claimant-facing portal that is mobile-friendly, accessible in English and Spanish, and adding more self-service options for increased functions.
